California – Governor Arnold Schwarzenegger has signed a new bill into law that makes it illegal for anyone aged 16 or 17 to use a cell phone, pager, laptop, or handheld computer while driving a vehicle. The law goes into effect July 1, 2008, the same day that a ban on non-hands-free cell phone use take effect. Studies have shown that 14% of all fatal motor accidents are caused by teen drivers, and that car crashes are the leading cause of death for people aged 16-19. Cell phones have been shown to be the biggest distraction to teenage drivers.

Governor Schwarzenegger said, “The simple fact is that teenage drivers are more easily distracted. We want to eliminate any extra distractions so they can focus on paying attention to the road and being good drivers. We just don’t want to say ‘Hasta la vista, baby’ to young drivers anymore.” - Many other states have similar laws.

The CellCoachTM activates when your teenager’s cell phone receives or sends a call or text message in a car that is properly outfitted with a permanently installed CellCoachTM. The device emits an audible beep that stays on until the cell phone’s activity ceases or it is turned off. The in-car alert emitted by CellCoachTM is quite annoying!
The system is only active when your teenager’s car is turned on. If they have an emergency they can still use their cell phone while driving. When their car is turned off the CellCoachTM deterrent is also off. To facilitate emergency calls while driving, there are momentary pauses during the alert.

Currently, 18 States and the District of Columbia have laws related to use of wireless communication devices by young novice drivers. Thirteen States (CA, CT, DE, IL, ME, MD, MN, NE, NJ, NC, RI, TN, and WV) have laws prohibiting the use of cell phones or other mobile communication devices for holders of learner’s permits and intermediate licenses. Colorado and the District of Columbia prohibit holders of learner’s permits from using cell phones, and Texas and Virginia prohibit holders of intermediate licenses from using cell phones. New York, and Washington prohibit hand-held use of cell phones by any driver.
In 2007, 34 States (AL, AK, AZ, AR, CT, DE, FL, GA, HI, IL, IN, IA, LA, ME, MD, MN, MS, MO, MT, NH, NJ, NM, NY, NC, ND, OK, OR, PA, RI, TN, TX, UT, VT, and WV) considered some form of legislation to prohibit the use of cell phones.
